Air Navigation Charges in 2011

New rates of air navigation charges for the services provided by Polish Air Navigation Services Agency come into effect on 1 January 2011. PANSA exercises control over the Polish airspace by providing services of en-route navigation (during over-flights over the territory of the Republic of Poland (FIR Warszawa)) and terminal navigation (during take-off and landing operations performed at the controlled airports in Poland) to the airspace users.

PANSA collects the following charges for its services:

1. ER: en-route charge
2. TNC: terminal charge

The en-route charge (ER) unit rate in 2011 amounts to EUR 39,46.

In pursuance of the effective law, a proposal for the en-route charge unit rate (ER) put forward by PANSA was reviewed by the Enlarged Commission of the European Organization for the Safety of Air Navigation (EUROCONTROL) and approved in the amount requested by PANSA.

On 2 December 2010 the President of the Polish Civil Aviation Office issued a decision on the approval of the en-route charge unit rate in the Polish airspace, which in 2011 amounts to EUR 39,46 (PLN 155,75).

The en-route charge unit rate shall be recalculated every month into Euro by applying the average monthly rate of exchange between the euro and national currency for the month preceding the month in which the flight takes place.

The 2011 en-route charge unit rate is the lowest rate recorded since 2008 i.e. the year in which Polish Air Navigation Services Agency started its business activity. It is worth noticing that the en-route charge unit rate is also one of the lowest ranking among the rates applied in the EU member states!

The average en-route charge unit rate in Europe amounts to EUR 51,15.

In 2010 the en-route charge unit rate in FIR Warszawa amounts to PLN 165,87.

The terminal charge (TNC) unit rate in 2011.

On 16 December 2010 the President of the Civil Aviation Office approved the terminal charge unit rate in the amount put forward by PANSA i.e. PLN 1 051,03.

The approved rate comes into effect on 1 January 2011 and is valid until 31 December 2011.

In 2010 PANSA, in view of the prognosticated costs of air navigation services provision and the forecasted air traffic volume requested for the terminal charge unit rate to be established in the amount of PLN 976,86.

PANSA is prepared in terms of its technical and staff potential to handle much more intensive air traffic volume. Under the legal regulations, the bigger volume of air operations handled the larger number of airspace users has to share the overall safety costs, which in effect generates lower terminal charge unit rates.

On 3 December 2010 the President of the Civil Aviation Office issued a decision on maintaining of a single terminal charging zone at the controlled airports in Poland (FIR Warszawa), which effectively means that the terminal charge unit rate established by the President of the Civil Aviation Office is the same at all airports.

The terminal charge, levied for the provision of air traffic services, is collected at the following airports in Poland:

• WARSZAWA
• BYDGOSZCZ
• GDAńSK
• KATOWICE
• KRAKÓW
• ŁÓDŹ
• POZNAń
• RZESZÓW
• SZCZECIN
• WROCŁAW
• ZIELONA GÓRA
