Work on the "one Baltic Sky"

- On October 4th and 5th Krzysztof Banaszek, the President of PANSA, met with Oro – Navigacija, the Lithuanian ANSPs’ representatives. The purpose of the above was to discuss ongoing projects to be continued during 2012 year and budget issues.

Both ANSPs cooperate in the establishment of Baltic FAB. The findings from the meeting are based on the July 29th 2011 meeting of the Ministers of Transport from both parties in Vilnius when a Letter of Agreement on Baltic FAB development by creating formal, institutional cooperation frames was signed. Also, Strategic Committee and relevant working groups were constituted.
In accordance with legislation pack of the SES II, the functional airspace blocks are the tool for ANSPs cooperation improvement, as well as efficiency improvement and cost reduction.

The Baltic FAB will allow higher capacity, network performance improvement, aircraft routes shortening – which will help airlines save fuel and lower the emission of pollution.

The targets will be obtained with constant high safety level and cost effectiveness improvement of the ANSPs.

The cooperation with adjacent functional airspace blocks is necessary for obtaining the targets, as well as third parties.

The EU member countries are obliged to establish Fabs till December 4th, 2012. The Baltic FAB is open for external countries, which would want to join it in the future.

- Two Baltic FAB working groups deliberated in Oro – Navigacijas’ headquarters on November 14th and 15th, 2011. The purpose of the meetings was to prepare necessary documentation for Baltic FAB establishment.

- On Nov 15th, 2011 Mr. Eligijus Masiulis, the Lithuanian Minister of Transport expressed his approval for common enterprise of ANSPs. Poland and Lithuania will sign an Agreement on FAB establishment this year, which will increase the safety of flights and lower the expenses, as Lithuanian Ministry of Communication has stated on Tuesday.

The issue was discussed during a meeting between Mr. Eligijus Masiulis and Mr. Georg Jarzembowski, the EU FAB Coordinator in Vilnius on Tuesday.
As stated in Mr. Masilius statement “The implementation of this project is on the priority list of the Lithuanian government. An agreement on FAB establishment between Polish and Lithuanian government is prepared. It is to be signed till the end of current year”.
It is highlighted in the press note, that common ATC will improve flight management, decrease the costs and improve flight safety.
It is not ruled out that in the future other countries will join Baltic FAB, most of which are expected the Baltic countries, as well as Ukraine, Belarus and Kaliningrad.
In accordance with EU Regulation, all EU countries are to join in blocks till Dec 4th, 2012.
