The list of airlines being under the embargo of providing flights to EU countries.

European Committee finished the fourth update to the Union’s list of airlines being under the embargo of providing flights to EU countries.

The list contains all Indonesian airlines, TAAG Angolan Airlines and Ukrainian Voltare Aviation Enterprise. The limitation inflicted on Pakistan International Airlines was changed. Furthermore, on the basis of the new decisions

accepted by Russia, Bulgaria and Moldavia after consultation with EU, airlines of these countries (respectively 10, 6 and 8) must stop opertaing in European Union.

Jacques Barrot, the Vice-President of the Committee, responsible for transportation matters, said: “The blacklist appears to be a necessary instrument, which not only prevents the transportation in Europe by the most unsafe airlines and provides information to the passengers worldwide, but also guarantees that airlines and civil aviation offices will undertake the action to insure safety”



The actions taken by The Committee refer particularly to:

1. The prohibition of carrying flights by all 51 airlines having Indonesian airline certificates.

2. The prohibition of carrying flights by TAAG Angola Airlines.

3. The prohibition of carrying cargo flights by Ukrainian Viltare Aviation Enterprise.

4. The limitation inflicted on Pakistan International Airlines from March 2007 was changed, and the flights provided by Boeing 737 and Airbus 310 are now permitted as a supplement of Boeings 777 permitted earlier.

5. The updated list of Khirgiz airlines.



Apart from updating the blacklist, some civil aviation offices, after consultation with UE, accepted other preventive means:

- The Russian Federation decided to ban flights to UE by four local passenger airlines (Kuban Airlines, Yakutia Airlines, Airlines 400 and Kavminvodyavia), and limited the number of aircrafts of other six airlines (Gazpromavia, UT Air, KrasAir, Atlant Soyuz, Ural Airlines and Rossyia)

- Bulgaria decided to enlarge restrictions put on local cargo airlines, by withdrawing the certificates of Air Sofia, Bright Aviation Services, Scorpion Air and Vega Airlines, suspend Air Scorpio certificate, and banning Heli Air Services flights in the UE countries, Iceland, Norway and Switzerland.

- The Republic of Moldowa withdrew the certificates of eight airlines because of the lack of proper safety supervision (Valan International Cargo Charter, Pecotox Air, Jet Line International, Jet Stream, Aeroportu International Marculesti, Aeronord Group, Grixona and Tiramavia).
